Jiangsu Takes Key Step in Green Shipbuilding Transition with Huaian’s 170,000 DWT Capacity Replacement Initiative

On August 30, Huaian Bureau of Industry And Infommation Technology released the “Public Notice on the Capacity Replacement Plans of Jiangsu Sugang Canal Ship Technology Co., Ltd., Jiangsu Chuanlian Shipbuilding Co., Ltd., Jiangsu Kaitai Shipbuilding Heavy Industry Co., Ltd., and Jiangsu Longhuai Yang’an Ship Technology Co., Ltd.”.

This capacity replacement involves the optimization and restructuring of 170,000 deadweight tons of inland shipbuilding capacity in Huai’an. Through the innovative model of capacity “reduction and replacement + relocation”, all outdated production capacity will be transformed into new energy ship manufacturing capacity, marking a key step for Jiangsu’s shipbuilding industry in green transformation and capacity optimization.

According to the public announcement, the specific allocation of this capacity replacement plan adopts a differentiated configuration strategy:

As a key transformation enterprise with a state-owned background, Jiangsu Sugang Canal Ship Technology has obtained the largest share. Among the 170,000 deadweight tons, 95,000 deadweight tons of outdated production capacity will be replaced with a reduction ratio of 1.25:1, gaining 76,000 deadweight tons of new production capacity. Meanwhile, Jiangsu Sugang Canal Ship Technology has undertaken 70,400 deadweight tons of relocated production capacity from Canal Shipbuilding Co., Ltd. (without reduction in replacement). Finally, the total approved production capacity of Jiangsu Sugang Canal Ship Technology is 146,000 deadweight tons.

Of the 170,000 deadweight tons, 25,000 deadweight tons will be reduced and replaced at a ratio of 1.25:1 to 20,000 deadweight tons of capacity, which will be used for the shipbuilding project of Jiangsu Chuanlian Shipbuilding.

Jiangsu Sugang Canal Ship Technology Co., Ltd. was established on August 30, 2025, with a registered capital of RMB 80 million. It is wholly owned by Jiangsu Canal Shipping Co., Ltd.

Notably, on August 31, the company had already completed the filing for its project to produce 200 new energy vessels. This capacity allocation will provide solid support for the project’s implementation.
