On March 20, COSCO Shipping Heavy Industry (Zhoushan) and the Zhejiang Branch of the China Classification Society (CCS) held a signing ceremony for a cooperation agreement in Zhoushan. The two parties officially signed a cooperation agreement and a ship inspection service agreement for the construction and classification of 211,000 DWT bulk carriers, and issued a carbon footprint compliance declaration for the “Fengshouhai” vessel at the ceremony.

This signing marks a new stage in the cooperation between the two parties in the fields of intelligent ship manufacturing and green low-carbon technologies, and represents a key breakthrough in the field of green management throughout the entire life cycle of ships.
Li Ye, General Manager of the Zhejiang Branch of China Classification Society, Qiu Xuefeng, Deputy General Manager, Li Mingxin, Executive Director and Party Secretary of COSCO Shipping Heavy Industry Zhoushan Branch, Ma Chuan, General Manager and Deputy Party Secretary, Ruan Junjie, Assistant General Manager, and other representatives from both sides attended the ceremony and reached a series of important consensuses on promoting the green and low-carbon transformation and intelligent manufacturing upgrade of the shipbuilding industry.
Li Ye, General Manager of the Zhejiang Branch of the China Classification Society, and Qiu Xuefeng, Deputy General Manager; Li Mingxin, Executive Director and Party Committee Secretary of COSCO Shipping Heavy Industry (Zhoushan); Ma Chuan, General Manager and Deputy Party Committee Secretary; and Ruan Junjie, Assistant to the General Manager, along with other representatives from both sides, attended the ceremony and reached a series of important agreements on promoting the green and low-carbon transformation of the shipbuilding industry and the upgrade to intelligent manufacturing.
Under the agreement, the two parties will focus on in-depth cooperation in key areas such as smart manufacturing and digital transformation, the application of green and low-carbon technologies, and innovation in inspection models. They have identified priority tasks for 2026–2028, including the assessment of smart manufacturing capabilities, digital collaboration in smart welding, and digital ship delivery, and will implement 14 annual cooperation initiatives, with the aim of establishing a benchmark for smart manufacturing collaboration in the shipbuilding industry.
The “Fengshouhai” ship repair carbon footprint compliance declaration issued on this occasion marks the first such declaration in China’s ship repair industry. This declaration stems from China’s first “Cooperation Agreement on Ship Repair Carbon Footprint Verification,” signed by both parties on December 3, 2025, during the 22nd China International Maritime Exhibition.
Under the agreement, the two parties will use COSCO Shipping Heavy Industry (Zhoushan) as a pilot site and select vessels owned by COSCO Shipping Group for maintenance to launch the nation’s first pilot program for ship repair carbon footprint certification. This initiative establishes a comprehensive implementation pathway encompassing “standard development—practical validation—industry promotion,” laying a solid foundation for the future development of widely recognized carbon footprint management standards within the industry.
In the future, both parties will continue to uphold the principles of resource sharing and win-win cooperation, deepen technological collaboration and innovation, accelerate the pace of digital and green transformation, and inject new momentum into the high-quality development of the shipbuilding industry.
