Substantial progress has been made in the joint venture project for Xiaohudao Shipbuilding Base jointly promoted by Guangzhou Shipyard International Company Limited (GSI) and Guangdong Port & Shipping Group.
According to business registration data, GSI and Guangdong New China Shipyard Co., Ltd. (Guangdong New China Shipyard) established a joint venture on May 28, 2026. The new entity, named CSSC Ganghang (Guangdong) Shipbuilding Co., Ltd., and its business scope includes shipbuilding, repair, dismantling, conversion, and design; the manufacturing of non-metallic and metallic vessels; the manufacturing of marine engineering equipment; as well as industrial design services and the manufacturing of general-purpose components, among other activities.
CSSC Ganghang (Guangdong) Shipbuilding has a registered capital of approximately 588 million yuan. Its legal representative is Quan Weixiong, and GSI and Guangdong New China Shipyard have contributed 300 million yuan and 288 million yuan, respectively.

According to reports, Guangdong New China Shipyard is a subsidiary of Guangdong Port & Shipping Group. Established in 1963, it was formerly known as New China Shipyard and adopted its current name in 1997. It currently has two subsidiary companies. In 2007, Guangdong New China Shipyard constructed a modern, fully equipped shipbuilding base on Xiaohu Island in Nansha; in 2019, it restructured its existing operations to adapt to new development trends.
The establishment of CSSC Ganghang (Guangdong) Shipbuilding marks a significant step in the “Xiaohu Island Shipbuilding Base Joint Venture Project,” which GSI and Guangdong Port & Shipping Group are jointly advancing following the signing ceremony held on May 18. This initiative aims to revitalize Guangdong Province’s shipbuilding resources.
Under the agreement, GSI and Guangdong Port & Shipping Group will establish a joint venture specializing in shipbuilding with a registered capital of 588 million yuan. The two parties will jointly invest approximately 1.4 billion yuan (equivalent to approximately $207 million) to focus on the research, development, and construction of small- and medium-sized high-end specialized smart vessels, and to establish production lines for the R&D and construction of products such as small- and medium-sized ocean-going smart transport vessels and aluminum alloy vessels. Construction is expected to begin in the second half of 2026, and once operational, the facility is projected to generate an annual output value exceeding 5 billion yuan (approximately $740 million).
This collaboration centers on the Xiaohu Island Shipbuilding Base, established by Guangdong New China Shipyard in 2007. Covering an area of 360,000 square meters, the base features a prime coastal location and comprehensive infrastructure, including a 20,000-ton-class slipway and a deep-water outfitting pier, serving as a vital platform for expanding the marine equipment manufacturing industry chain.
It is reported that Nansha District in Guangzhou, where the Xiaohu Island Shipbuilding Base is located, has developed into the largest cluster of shipbuilding and offshore engineering equipment in South China, boasting the most complete industrial chain and the strongest technical capabilities. It serves as the core hub of one of the nation’s three major shipbuilding bases.
Based on the aforementioned project, GSI and its partners plan to jointly establish a specialized intelligent shipbuilding base in South China that is distinctively characterized and possesses outstanding core competitiveness, thereby helping the Guangdong shipbuilding industry strengthen and optimize its industrial chain while improving quality and efficiency.
