On 28 May 2026, Eight months after the project was awarded by the State, the project company Centre Manche Énergies (100% owned by TotalEnergies) has submitted the application for a Single Authorisation for the 1.5 GW offshore wind farm project located off the coast of Normandy. This permit filing marks a major milestone in the development of France’s largest renewable energy project.

Finalization of the first studies
In accordance with regulatory requirements, the file includes the necessary technical and environmental studies, a preliminary design of the wind farm, and the planned installation program. The environmental impact study was drawn up by integrating the conclusions of the above-mentioned studies, regular exchanges with the State services and the contributions collected as part of the consultation carried out with regional stakeholders.
Next steps of the project
The authorisation procedure is now entering a new phase with the stages of completion and then examination by the State services. At the same time, Centre Manche Énergies will continue the consultation with elected officials, environmental associations, sea users and the general public in order to ensure the proper integration of the project into the Normandy territory.
A major electricity project for France
Located more than 40 km from the Normandy coast, it will be the largest renewable energy project ever developed in France. Once built, it will produce about 6 TWh/year and supply green electricity to the equivalent of more than 1 million French homes.
The project represents an investment of €4.5 billion and will generate strong economic benefits for the Normandy Region. Up to 2,500 people will be employed during the three years of construction, and TotalEnergies also intends to mobilize the local economic fabric, which has already developed skills in the field of offshore wind power.
The project will also benefit European industry, with TotalEnergies intending to source mainly from European suppliers, particularly in wind turbines and power cables.
