Changxing Island Targets Global High-End Shipbuilding Hub with CASI’s Strategic Partnership Support

On March 12, the China Association of the Shipbuilding Industry (CASI) and the Shanghai Changxing Island Development and Construction Management Committee signed a strategic cooperation agreement to jointly promote the development of a high-end shipbuilding and marine equipment cluster.

Li Yanqing, Vice President and Secretary-General of the CASI, stated that the Association remains committed to serving national strategies and fostering high-quality development within the sector. He expressed the hope that this strategic partnership would serve as an opportunity to join forces in transforming Shanghai’s Changxing Island into a global hub for the concentrated development, win-win collaboration, and technological innovation of high-end marine equipment. CASI will leverage its strengths—acting as an industry bridge, conducting industrial research, formulating strategic plans, and facilitating international cooperation—to facilitate the convergence of high-quality global shipbuilding and offshore engineering projects, as well as key resources across the industrial chain, thereby injecting fresh industry momentum into the creation of a world-class modern shipbuilding base.

Wu Zhaozhong, Deputy Secretary of the Party Leadership Group and Executive Deputy Director of the Shanghai Changxing Island Development and Construction Management Committee, stated that Shanghai Changxing Island—serving as the nation’s first specialized demonstration base for shipbuilding and marine engineering, as well as a “bridgehead” for the development of Shanghai’s maritime industry—is a world-class modern shipbuilding hub that both the national government and the Shanghai municipal government are prioritizing for development.

This base has attracted a concentration of major industry leaders—including Jiangnan Shipyard, Hudong-Zhonghua Shipbuilding, Shanghai Zhenhua Port Machinery (ZPMC), and COSCO Shipping—thereby establishing a complete industrial chain for shipbuilding and marine engineering equipment. The “15th Five-Year Plan” period marks a critical juncture for the Changxing Island maritime industry to expand its scale, enhance its strength, and achieve a qualitative leap in its capabilities. We look forward to deepening comprehensive cooperation with the CASI to jointly chart the industry’s blueprint, build shared competitive advantages, and contribute even greater strength to the high-quality development of China’s shipbuilding sector.
