Xinya Shipyard Successfully Completed Tank Cleaning Operations for the Oil Tanker

On May 10, after 3 days of efficient and safe operations, Xinya Shipyard successfully completed tank cleaning operations for the oil tanker CHEMTRANS ADRIATIC at Berth 6 for the first time. It marks the inaugural tank cleaning operation for an oil tanker at a berth since our shipyard was listed as the first and only entity in Zhoushan’s “Whitelist” for such operations. This achievement signifies a major breakthrough in our safety management on tank cleaning operations for oil (chemical) tankers and also represents the first case of such operations carried out at a berth in Zhoushan.

In recent years, to standardize ship tank cleaning operations, ensure operational safety, and prevent accidents in the workplace, municipal and district governments have intensified efforts to promote business innovation within the compliance framework of the shipbuilding and repair industry. Relevant functional departments have taken the lead in pilot initiatives, formulating and issuing Zhoushan City Safety Management Regulations of Tank Cleaning Operations for Oil (Chemical) Tankers at Berths (Provisional). This regulation establishes safety standards and requirements to ensure the safe execution of tank cleaning operations for oil (chemical) tankers.

Under the guidance and support of municipal and district governments and relevant functional departments, Xinya Shipyard strictly adhered to Zhoushan City Safety Management Regulations of Tank Cleaning Operations for Oil (Chemical) Tankers at Berths (Provisional), resolutely implementing the overarching principle of “Safety First, Prevention-focused, and Comprehensive Management.” By adopting the mechanism of “One Tanker, One Plan, and One Team” , we established an Emergency Leadership Group for Safety and Pollution Prevention Management, rigorously ensuring: deployment of explosion-proof emergency facilities; development and implementation of emergency response plans; pre-job training for personnel; filing and registration prior to operations; placement of warning signs in work zones; real-time oxygen and explosive gas monitoring in confined spaces; safety supervision throughout tank cleaning; compliant hazardous waste transportation (e.g., tank cleaning sludge packages). All enabled the safe, efficient, and successful completion of the tank cleaning operation. Additionally, the full-cycle compliant disposal of hazardous waste (including sludge packages) was intelligently managed through “Zhouhai Jing”(Marine Sewage Treatment System) during this operation.

As the first case of tank cleaning operations at a berth in Zhoushan, this initiative has elevated safety control standards and operational efficiency during the cleaning process, reduced tank cleaning time, and mitigated safety risks and potential hazards.

This pioneering operation not only represents a breakthrough in policy compliance but also serves as a significant milestone in enhancing safety management and service quality within Zhoushan’s shipbuilding and repair industry. It has accumulated valuable practical experience for future similar operations and holds profound importance for advancing the safe, high-quality development of the industry in Zhoushan.
