China sets up a state-owned shipbuilding enterprise in Guangzhou

On October 19, the newly established state-owned enterprise Guangzhou Marine Equipment Group Co., Ltd. held its unveiling ceremony. At the event, the group signed strategic cooperation agreements with partner organizations including Guangzhou Shipyard International and Huangpu Wenchong Shipbuilding under China State Shipbuilding Corporation (CSSC), COSCO Shipping Specialized Carriers under COSCO Shipping, SEAHI Robotics, and the Guangzhou Branch of China Classification Society. The parties will deepen collaboration in areas such as marine equipment R&D and manufacturing, and the commercialization of scientific and technological achievements.

According to business registration records, Guangzhou Marine Equipment Group was incorporated on July 24, 2026, with a registered capital of 2 billion yuan. Its legal representative is Li Weibiao, and it is registered with the Market Supervision Administration of Nansha District, Guangzhou. The company is a wholly-owned subsidiary of Guangzhou Industrial Investment Holding Group Co., Ltd., classified as a limited liability company (solely owned by a legal entity), and is ultimately controlled by the Guangzhou Municipal People’s Government.

It is worth noting that, as one of the nation’s three major shipbuilding hubs, Guangzhou shipbuilding industry has historically been driven by central state-owned enterprises under the CSSC umbrella—specifically Guangzhou Shipyard International and Huangpu Wenchong. The establishment of the Guangzhou Marine Equipment Group marks the first time that Guangzhou has formed a locally-based shipbuilding enterprise.

In accordance with the plan, Guangzhou Marine Equipment Group will build upon Guangzhou’s marine industry foundation and focus on three major manufacturing sectors: marine propulsion systems, offshore engineering equipment, and offshore new energy equipment. At the same time, the group will expand into service sectors such as green propulsion system maintenance, operation, and retrofitting; industrial park management; financial leasing; and inspection, testing, and certification, thereby establishing a service system that covers the entire life cycle of marine equipment.

Meanwhile, Guangzhou Marine Equipment Group will be deeply involved in the Longxue North Port-side High-end Marine Equipment Manufacturing and Comprehensive Support Base project in Nansha District, Guangzhou. The project involves a total investment of approximately 7.25 billion yuan and was officially launched on September 21, 2026. Together with supporting works such as roads and embankments, the total investment is expected to exceed 10 billion yuan.

According to available information, the Nansha port-side marine equipment project covers a land area of 89.92 hectares with a 1,000-meter coastline. It is planned to include one shipbuilding dock (550 × 132 meters) and one horizontal slipway (520 × 90 meters), along with an outfitting quay (748 meters) and supporting production workshops, environmental protection facilities, etc., with a total floor area of 326,000 square meters. The project has now fully entered the construction phase, with the block workshop scheduled for completion in mid-2028 and the entire project slated for completion in mid-2029.

Guangzhou Marine Equipment Group is a new platform-type state-owned enterprise positioned as an “investor-operator and ecosystem builder for the marine industry.” Together with Guangzhou Science and Technology Innovation Service Group Co., Ltd., which was unveiled on the same day, it represents an important measure by Guangzhou to thoroughly implement the national strategies of building a maritime power and a science and technology power and to accelerate the development of new quality productive forces. It is also a key move by Guangzhou to deepen the reform of state-owned assets and state-owned enterprises, strengthen the functions and missions of municipal state-owned enterprises, and optimize the layout of state-owned capital.
