Recently, CNOOC Engineering Special Equipment Branch signed a commissioning service contract with Wison New Energies for the Phase III floating production unit project of the Sakarya gas field, owned by Turkish Petroleum Corporation. This marks a significant breakthrough in the company’s expansion of its commissioning business and lays the foundation for further development in the international floating commissioning market.

The Sakarya gas field, located 170 kilometers offshore in the Black Sea, is Turkey’s first deepwater natural gas development project with an average water depth of 2,150 meters. Wison New Energies serves as the EPCIC contractor for the gas field’s Phase III project, which involves constructing a large floating production unit. The vessel features a hull length of 273 meters, a beam of 54 meters and a depth of 26 meters. It incorporates 21 topside modules encompassing over 90 major systems and 600 subsystems, equipped with complex facilities including dual-fuel main engines and high/low-pressure gas compressors.
During the project bidding phase, the CNOOC Engineering commissioning team made five site visits to the client to showcase its core competencies in floating structures and digital commissioning. Working with extremely limited project documentation, CNOOC Engineering conducted thorough post-mortem simulations and ultimately developed an optimal bidding proposal. This effort secured a comprehensive lifecycle service contract covering commissioning design, commissioning management and production readiness support.
In recent years, CNOOC has leveraged major floating projects such as the Deep Sea No. 1 and Sea Anemone No. 1 as practical platforms to systematically overcome more than 30 core floating body commissioning technologies. The company has taken the lead in formulating more than 50 industrial/enterprise standards and applied for over 20 patents. It has built a comprehensive joint commissioning technology system covering ship-shaped FPSOs, cylindrical FPSOs, and semi-submersible platforms, cultivated a professional international floating body commissioning team, and formed a full-chain, world-class service capability ranging from commissioning design to production support.
