Recently, Haomai Heavy Industry (Jiangsu) Co., Ltd. successfully obtained the Certificate of Real Property Rights for Maritime Areas, marking a significant milestone in the development of Haomai Heavy Industry’s Intelligent Manufacturing Base project, which is now poised to enter the construction phase.
The Ministry of Natural Resources announced in September 2025 that it had formally accepted Haomai Heavy Industry’s application for maritime use, and granted the company a maritime use property rights certificate in January 2026.

Public records indicate that the Haomai Heavy Industry Smart Manufacturing Base Project is situated on the southwest side of the East Port Pool within the enclosed harbor basin of the Lusi Operation Area in Qidong City. The project is invested and constructed by Himile Manufacturing, a wholly-owned subsidiary of Himile. The applicant for the marine use is Haomai Heavy Industry (Jiangsu) Co., Ltd., with a total marine use area of 98.9687 hectares and a marine use term of 50 years.
Haomai Heavy Industry Smart Manufacturing Base Project aims to establish integrated production lines for FPSO topside modules and new energy chemical modules, creating a smart manufacturing hub for offshore modules, new energy modules, and FPSO topside modules. Upon completion, the project will achieve an annual production capacity of 55 modules, with an estimated annual output value of RMB 15 billion (approximately US$2.157 billion) and projected comprehensive tax revenue per mu reaching RMB 300,000 annually.
The project has a total investment of approximately RMB 7 billion (approximately US$1.007 billion), to be constructed in two phases: Phase I, with an investment of approximately RMB 5 billion, will be located on the southwest side of Donggangchi in the Lvsi Port Economic Development Zone. It will involve the construction of one raw material berth, two outfitting berths, and rear production and manufacturing workshops. Phase II, with an investment of approximately RMB 2 billion, will be located east of the Phase I site. It will involve the expansion of production and manufacturing workshops, among other facilities.

According to a report released by the Ministry of Natural Resources, Haomai Heavy Industry plans to construct a supporting wharf project for its intelligent manufacturing base at the Lvsi Operation Area of Tongzhou Bay Port in Nantong, located west of the project site. This will involve building an 80,000-ton outfitting wharf featuring two 80,000-ton outfitting berths and one 80,000-ton heavy-lift berth, along with corresponding supporting facilities.
The berths will have a total length of 1,055 meters, corresponding to the total utilized port shoreline length of 1,055 meters. This will establish an annual production capacity for integrating 2-3 FPSO topsides modules. The facility will be capable of simultaneously completing the integration of two medium-sized FPSO topsides modules while accommodating one 80,000-ton heavy-lift vessel, or completing the integration of one medium-sized FPSO topsides module while accommodating two 80,000-ton heavy-lift vessels.
It is understood that Haomai Heavy Industry was established on September 20, 2024, with a registered capital of RMB 1 billion. It is a wholly-owned subsidiary of Himile Manufacturing, holding 100% equity.
