China’s Ministry of Commerce Adds 3 U.S. Firms to Unreliable Entity List, 3 to Export Control List, Including Major Defense Shipbuilder

On September 25, China’s Ministry of Commerce announced on its official website that it has added three U.S. companies to the Unreliable Entity List and placed three U.S. entities on the Export Control Management List. Among them are three ship-related enterprises: Huntington Ingalls Industries, Inc., Planate Management Group, and Global Dimensions LLC.

Announcement No. 51 of the Ministry of Commerce in 2025 shows that in accordance with the relevant provisions of the Export Control Law of the People’s Republic of China, the Regulations of the People’s Republic of China on Export Control of Dual-Use Items and other laws and regulations, in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, it has been decided to include three US entities, Huntington Ingalls Industries, Inc., Planate Management Group, and Global Dimensions LLC, in the export control list.

Exports of dual-use items to the aforementioned three U.S. entities are prohibited. All ongoing export activities related to such items shall cease immediately. In exceptional circumstances where exports are deemed necessary, export operators must submit applications to the Ministry of Commerce. This announcement shall take effect upon publication.

The working mechanism of the unreliable entity list [2025] No. 9 shows that in order to safeguard national sovereignty, security and development interests, in accordance with the Foreign Trade Law of the People’s Republic of China, the National Security Law of the People’s Republic of China, the Anti-Foreign Sanctions Law of the People’s Republic of China and other relevant laws, the Unreliable Entity List Working Mechanism has decided to include three entities, including Saronic Technologies, Inc., Aerkomm Inc., and Oceaneering International, Inc., in the Unreliable Entity List in accordance with Article 2, Article 8 and Article 10 of the Unreliable Entity List Regulations.

The aforementioned enterprises are prohibited from engaging in import and export activities related to China; they are also prohibited from making new investments within China. Matters not specified in this announcement shall be implemented in accordance with the Provisions on the Unreliable Entity List. This announcement shall take effect from the date of its publication.
