Recently, the Shanghai Municipal People’s Government formally issued the “Management Measures for the Development and Construction of Shanghai’s Changxing Island” (Shanghai Municipal Government Decree No. 12, hereinafter referred to as the ” Management Measures “) has been adopted by the Shanghai government of the 45th executive meeting of March 18, 2024, is hereby promulgated, from May 6, 2024 shall come into force. At the same time, the Shanghai Municipal People’s Government Order No. 7 published on September 23, 2008 “Management Measures for the Development and Construction of Shanghai’s Changxing Island” is repealed.
The formulation of the Management Measures is aimed at promoting and regulating the development and construction of Shanghai Changxing Island, enhancing the strength of the marine economy and the marine science and technology innovation capacity of Changxing Island, and promoting the construction of Shanghai’s modern marine city and the high-quality development of the marine economy. The development and construction of Changxing Island should implement China’s maritime strategy, follow the principle of coordinated development of key industries, infrastructure, town construction, social support and ecological protection, and promote the construction of the demonstration zone of marine economic development, Changxing low-carbon island and shipbuilding and Marine engineering equipment manufacturing base with international competitiveness.
In terms of the direction and focus of industrial development, the “Management Measures” pointed out that the Shanghai Changxing Island Development and construction Management Committee should, in accordance with the national and Shanghai relevant industrial development planning and green, low-carbon development requirements, jointly with the Chongming District people’s Government and the municipal economic information technology, development and reform departments to study and determine the direction and focus of Changxing Island industrial development, and clarify the access standards for industrial projects. For industrial projects that meet the access standards, Chongming District provides support in terms of planning and construction, land use indicators, policy support, and social undertakings.
In terms of marine economic development, the “Management Measures” makes it clear that the Shanghai will accelerate the construction of modern marine cities, supports the construction of Changxing Island Marine Economic Development Demonstration Zone, and innovates the mode of development of the marine engineering equipment industry and the investment and financing system of the marine industry.
The Shanghai Changxing Island Development and Construction Commission shall, in conjunction with the Shanghai Municipal Government, enhance the level of integrated industries, promote the development of advanced marine manufacturing industries such as high-tech ships, high-end marine engineering equipment and its core supporting facilities on Changxing Island, and guide the innovative development of the whole industry chain of research and development and design of ships and marine engineering equipment, supporting assembly, and operation and maintenance services.
The SShanghai Municipal Development & Reform Commission shall, together with the relevant departments of the municipal people’s Government, explore the establishment of a Marine industry fund to support Changxing Island in building a Marine economic development demonstration zone and a shipbuilding and Marine engineering equipment manufacturing base with international competitiveness.
In terms of the improvement of Marine scientific and technological innovation capacity, the “Management Measures” proposed that the Shanghai Changxing Island Development and Construction Management Committee should coordinate and guarantee the construction and operation of major scientific and technological infrastructure on Changxing Island, increase scientific and technological collaborative innovation efforts, and promote the creation of a national Marine equipment technology innovation center.
Shanghai Changxing Island Development and Construction Management Committee should work with the Shanghai Municipality and the relevant enterprises in Changxing Island around the ship and ocean engineering field research and development, application, service links, to carry out technological capabilities of cooperation and research, and promote the transformation of marine science and technology innovation results.
The Management Committee also together with the Shanghai Municipal Economic Informatization, Science and Technology and other departments should support the construction of marine industry incubators and other facilities on Changxing Island to promote the development of marine science and technology-based small and medium-sized enterprises.
In addition, the Management Measures also give clear instructions on ecological environmental protection, entrustment and implementation of administrative licenses, project management of construction works as well as financial and human resources protection.
