Recently, during the 7th ChuShang Conference, Hubei merchants nationwide and various cities/prefectures in Hubei Province have reached 57 cooperation projects with a total investment of RMB 67.6 billion (approximately US$9.491 billion). A total of 18 projects were signed on-site at the convention, with a contracted investment of RMB 33.1 billion (approximately US$4.647 billion).

These projects are closely aligned with Hubei’s modern industrial cluster layout, covering fields such as optoelectronic information, new energy, energy conservation and environmental protection, big health, high-end equipment, biomedicine and computing power & big data.
Among these, Beihai YinXing Shipbuilding signed a green intelligent shipbuilding base project with a total investment of RMB 2.5 billion (approximately US$351 million). The project is planned to be established in Huanggang High-Tech Industrial Development Zone, creating a large-scale manufacturing base with an annual production capacity of 126 vessels. It will focus on the R&D and manufacturing of small and medium-sized green vessels for inland waterways. This signing marks a significant breakthrough in Hubei Province’s shipbuilding industry transition toward high-end and green development.
It is reported that the project is scheduled to officially commence construction in December 2025, covering a total area of approximately 630 mu (about 42 hectares). The construction content and production capacity planning are clearly defined. Upon completion, it will focus on the market for 3,000-ton and 5,000-ton inland river bulk carriers, as well as the more technologically advanced 20,000-ton to 43,000-ton river-sea direct transport vessels and special-purpose vessels.
Public information shows that Hubei Haiyinxing Shipbuilding was established on October 15, 2025, with a registered capital of RMB 100 million. The legal representative is Wu Wenbing, and the registered address is located in Huanggang High-tech Industrial Development Zone, Hubei Province.
The company’s operations span the entire industrial chain of ship design, manufacturing, repair, dismantling and domestic ship management services. It focuses on the development of small and medium-sized green intelligent vessels for inland waterways, offering a range of products including LNG-powered vessels, pure electric vessels, methanol-fueled vessels, and other new energy vessels, as well as bulk carriers, container vessels and engineering vessels.
