GSI and CRSBG Sign Framework Agreement for Outsourced Ship Block Fabrication

As the global shipbuilding industry enters a period of prosperity and growth, China Railway Shanhaiguan Bridge Group Co., Ltd. (CRSBG)—a company that originally specialized in bridge steel structures and railroad turnouts—has begun expanding into the shipbuilding sector, becoming a leading state-owned enterprise that has diversified into shipbuilding.

On October 13, CSSC Guangzhou Shipyard International (GSI) and CRSBG signed a framework agreement for the outsourced fabrication of ship blocks. The signing ceremony was attended by officials including Tai Yuchun, Party Secretary and Chairman of CRSBG, and Kang Youping, Deputy General Manager of GSI.

Kang Youping pointed out that as GSI’s order volume steadily grows and its ship type portfolio continues to upgrade, demand for ship blocks will continue to rise in the coming years. As GSI actively seeks to bring in high-quality external resources to meet production capacity needs, the collaboration between GSI and CRSBG represents a valuable opportunity. Moving forward, GSI will actively fulfill its role as the lead entity in the industrial chain and work hand in hand with CRSBG to optimize and strengthen the outsourced section fabrication projects. Together, they will accelerate shipbuilding and enhance efficiency, thereby contributing to the high-quality, large-scale, and intensive development of the shipbuilding industry.

Tai Yuchun stated that CRSBG will scientifically coordinate resource allocation, ensure accountability for safety and quality, strictly adhere to construction milestones, and deliver a satisfactory product to GSI. At the same time, he expressed the hope that this project will serve as a bridge to promote cooperation between the two parties in various areas, including technical research, process exchange, industrial chain collaboration, and joint Party-building efforts. This will deepen the level of cooperation, enable the two parties to move forward hand in hand in major engineering projects, and jointly contribute to building China into a transportation powerhouse and a maritime powerhouse.

This signing marks a pivotal breakthrough in CRSBG’s strategic transition from “onshore steel structures” to “offshore heavy steel structures,” and serves as a significant outcome of the synergy and complementary strengths between two centrally-administered state-owned enterprises.

CRSBG stated that it will continue to deepen its presence in the offshore engineering sector, optimize production processes, and achieve breakthroughs in core technologies. By leveraging “new quality productive forces” to drive industrial upgrading, the company aims to deliver exemplary, high-quality projects and foster the high-quality development of the entire group.

According to its official website, CRSBG was founded in 1894 and serves as the birthplace of China Railway Group Limited (CREC). It is a core subsidiary of China Railway Hi-Tech Industry Corporation Limited (CRHIC)—a publicly listed entity through which CREC has strategically consolidated its industrial manufacturing sector. Headquartered in the Shanhaiguan District of Qinhuangdao, Hebei Province, the company operates six major production bases located in Shanhaiguan, as well as in Nantong (Jiangsu), Zhongshan (Guangdong), Macheng (Hubei), and Baotou (Inner Mongolia).

GSI is a core shipbuilding enterprise under the China State Shipbuilding Corporation (CSSC) and one of the primary modern shipbuilding and repair bases in South China. As of the end of June 2026, GSI’s total order backlog has surpassed 100 billion yuan, with international orders accounting for over 95% of the total; production schedules are already booked through 2030.
