Recently, the second round of environmental impact assessment publicity for the Tianjin COSCO Shipping Heavy Industry Shipbuilding and Offshore Construction Base Project was officially released. The project is located in the Lingang Economic Zone of Binhai New Area, Tianjin, with COSCO Shipping Heavy Industry (Tianjin) Co., Ltd. as the construction entity. According to publicly available information, the total investment for the project is RMB 8 billion (approximately US$1.182 billion), and upon completion, it is expected to generate an annual output value of approximately RMB 6 billion (about US$886 million).
According to the public notice, the construction scope of the Tianjin COSCO Shipping Heavy Industry Shipbuilding and Offshore Construction Base Project includes new hull construction facilities (such as fabrication workshops, assembly workshops, panel assembly workshops, pre-outfitting and panel-turning areas, block coating workshops, block storage and pre-outfitting yards, component storage yards, and a comprehensive training center) and new outfitting facilities (such as pipe workshops, integrated outfitting workshops, intelligent warehouses, pipe coating workshops, outfitting material consolidation yards, and maintenance workshops), adding a total building area of 448,000 square meters.
The facility layout utilizes approximately 1,736 meters of coastline and includes plans for the construction of three 300,000-ton class outfitting berths (with the construction of Berth No. 3 deferred), one 10,000-ton class materials berth, two 300,000-ton class dry docks, and associated onshore production facilities and supporting infrastructure. The base covers a land area of 145.9 hectares and occupies a sea area of approximately 2.61 million square meters, with a total coastline length of 1,736 meters. The main structures of the three outfitting berths each measure 460 meters by 30 meters; with the addition of two mooring dolphins, the total berth length is 520 meters. The materials berth measures 165 meters in length and 25 meters in width; all berths are equipped with 85-meter-long approach bridges. The main dimensions of the two dry docks are 550 meters by 80 meters and 550 meters by 72 meters, respectively, with both having a depth of 14 meters.
As early as June 2025, COSCO SHIPPING Heavy Industry signed a framework agreement on investment cooperation with the Tianjin Port Free Trade Zone for a large-scale marine engineering vessel repair, construction, and conversion project; in March 2026, the project was included in the zone’s list of key marine economy projects for the “15th Five-Year Plan” period.
Based on the plan, the project will primarily engage in the design, research and development, construction, and sales of various high-value-added, high-tech vessels, and strive to become a model enterprise in the shipbuilding sector for the Beijing-Tianjin-Hebei region and the northern region as a whole.
According to available information, COSCO SHIPPING Heavy Industry (Tianjin) Co., Ltd.—the company responsible for the project’s construction—was established on December 25, 2025. With Rao Honghua as its legal representative and a registered capital of 30 million yuan, the company focuses primarily on businesses such as shipbuilding and repair, as well as the manufacturing of offshore engineering equipment.
Tianjin COSCO SHIPPING Heavy Industry was jointly established by COSCO SHIPPING Heavy Industry, Tianjin Jingang Industrial Development Co., Ltd., and Tianjin Lingang New Kinetic Energy Economic Development Co., Ltd. With capital contributions of RMB 24 million, RMB 3 million, and RMB 3 million respectively, and shareholding ratios of 80%, 10%, and 10%, it is the latest shipyard established under COSCO SHIPPING Heavy Industry.
Since 2025, COSCO SHIPPING Heavy Industry has established two new shipyards: Tianjin COSCO SHIPPING Heavy Industry and Yangjiang COSCO SHIPPING Heavy Industry Co., Ltd. (registered in April 2025). With the commissioning of these two new facilities, the total number of shipyards under COSCO SHIPPING Heavy Industry will increase from nine to eleven.
In September 2025, the Tianjin COSCO Shipping Heavy Industry Shipbuilding and Offshore Construction Base project was officially signed and launched; the project’s actual operating entity is Yangjiang COSCO Shipping Heavy Industry. With a total investment exceeding RMB 3 billion, the project entails the construction of one 400,000-ton dry dock, as well as one 200,000-ton and one 80,000-ton floating dock, primarily focusing on the repair and conversion of large container ships, 300,000-ton supertankers, and high-end offshore engineering equipment.
According to its official website, COSCO SHIPPING Heavy Industry is the equipment manufacturing industrial cluster under COSCO SHIPPING. It is a large-scale heavy industry enterprise integrating the construction, repair, and conversion of ships and offshore engineering equipment with related support services; it officially commenced operations in December 2016 and is headquartered in Shanghai.
Currently, COSCO SHIPPING Heavy Industry operates nine active large- and medium-sized shipyards, with an annual shipbuilding capacity of over 7.5 million deadweight tons (DWT) for various commercial vessels and the capacity to construct 12 offshore engineering units and 20 offshore engineering modules per year.
These nine shipyards are: COSCO SHIPPING Heavy Industry (Dalian), COSCO SHIPPING Heavy Industry (Zhoushan), COSCO SHIPPING Heavy Industry (Yangzhou), COSCO SHIPPING Heavy Industry (Shanghai), COSCO SHIPPING Heavy Industry (Guangdong), COSCO SHIPPING Offshore Engineering (Qidong), Nantong COSCO KHI Ship Engineering (NACKS) (a joint venture), Dalian COSCO KHI Ship Engineering Co., Ltd. (DACKS) (a joint venture), and COSCO SHIPPING Shipyard (Nantong).
