CIMC Raffles Signed the Contract for Greater PAJ FPSO EPCIC Project

Recently, CIMC Raffles successfully signed the Contract for Greater PAJ FPSO EPCIC project. This project marks the Chinese offshore company has undertaken a full FPSO EPCIC contract, signifying a major breakthrough for CIMC Raffles in the international high-end offshore engineering general contracting sector. It further consolidates the company’s competitiveness and industry influence in the global FPSO market.

The project FID (Final Investment Decision) and signing ceremony were held on 22 June 2026 in Luanda, Angola, with the participation of Azule Energy, project equity stakeholders, ANPG, and relevant contracting parties. CIMC Raffles was represented at the ceremony by Mr. Li Minggao, Vice President of CIMC Raffles, and Mr. Wang Haibing Haibing Wang , Director of the Marketing Center.

The Greater PAJ project aims at exploiting 5 fields (Palas, Astraea Central, Juno, Dione and Urano). The five fields sit in Block 31 & 31/21, 200 km offshore Angola in 1500-2000m of water depth.

The Greater PAJ FPSO will undertake the functions of oil and gas reception, processing, storage, and offloading. Once ready for operation, the Greater PAJ FPSO will have a production capacity of up to 95,000 barrels of oil per day.

Under this contract, CIMC Raffles will undertake the general contracting scope for the Greater PAJ FPSO, covering the entire workflow including FEED, basic and detailed design, procurement of materials and equipment, construction, towage, and offshore installation and commissioning for the overall FPSO.

EPCIC is a high-end general contracting model in the offshore Oil & Gas sector, encompassing engineering design, procurement, construction, installation, and commissioning. It places high demands on the contractor’s engineering design capabilities, supply chain integration, project management, construction and integration proficiency, as well as offshore installation and commissioning organization. The signing of the Greater PAJ FPSO EPCIC project fully demonstrates the recognition by leading international oil and gas companies of CIMC Raffles’ comprehensive strength, project execution capabilities, and track record in delivering high-end offshore Oil & Gas assets.

With years of deep involvement in the offshore sector, including FPSO, FPU, and FLNG, CIMC Raffles has provided the Client with a one-stop solution for this project. This marks a strategic upgrade for the company in the floating production, storage, and offloading vessel segment—transitioning from standalone work packages such as standardized design, hull EPC, and partial topside module EPC, to full-vessel, end-to-end integrated delivery capability. This not only underscores the Company’s full-process general contracting strength but also represents a significant milestone for China’s high-end offshore facility general contracting industry.

Looking ahead, CIMC Raffles will continue to leverage the Greater PAJ FPSO project as a springboard, adhering to its internationalization and high-end development strategy. CIMC Raffles is committed to executing the project to the highest standards and delivering quality results on schedule, contributing CIMC Raffles’ expertise to global deep-water oil and gas development.
